After the visit of CIA Director Brenan, the Yatsenyuk government started an “anti-terrorist” action in SE Ukraine, which stalled with 6 APCs and dozens of troops defecting.
After the visit of Vice-President Biden, a second attempt was launched but stopped after setting up forward positions.
On 28/29 April 2014 pro-Russian supporters seized government buildings in Luhansk and Gorlevka. Police did not put up a fight, and government workers asked to be allowed to continue their work.
In light of this, “President” Turchynov declared he was helpless to quell unrest in Luhansk and Donetsk Oblasts:

Turchynov demanded from parliament-appointed Interior Minister Arsen Avakov to dismiss all heads of Interior Ministry’s regional departments in Luhansk and Donetsk regions. He added that “all representatives of local law enforcement agencies’ departments unable to fulfill thir professional duties will be fired”.
Turchynov stated that “there is no other way except from carrying out a complete renewal of the police and Ukraine’s State Security Service (SBU) in the country’s east”.
